POWER COUNTY COMMISSIONER

Synopsis of Minutes for February 9, 2015

Meeting convened at 9:00 am.

NOTICES/REPORTS:

Sheriff Jeffries reported on the Table Top Mountain repeater site and future development of shared services with Bannock County.

Sheriff Jeffries advised the Commission that due to required plumbing repairs the jail budget is currently at 59% expended compared to 28% at the same time last year. Furthermore, there are still pending plumbing concerns that need to be addressed.

The Commission was updated on the status of the airport hangar and rental of the house.

The Board of County Commissioners and legal counsel Douglas J. Balfour traveled to Burley for a joint meeting at the Cassia County Commissioners Chambers in Cassia County.

Suzanne Johnson, Trial Court Administrator, reported the Sixth District will begin recruitment for the replacement of Sixth District Magistrate David Evans of Oneida County.

The City and County Elected Officials will meet jointly as coordinated between the Clerks.

The Clerk will be developing personnel forms, which shall be approved through legal counsel and noticed to the Commissioners prior to implementation.

The Prosecutor advised of pending zoning ordinances that need to be ratified and development of a sexting ordinance.

MOTIONS:

The Agenda was amended to include the Airport House/Hangar, Landfill Truck and Guardianship Appointments.

An annual fee of $100.00 for GIS Mapping information to be paid by entities other than personal use was set.

Language limiting use of mapping information received to be included on the application as well as disclaimer language to be added to the website was approved.

The hire of a shared employee between the Assessor and the Treasurer to be filled from the recent Assessor interview pool was approved.

Purchase of a replacement truck at the Transfer Station in the differential amount of $14,900.00 was approved.

The Commission approved release and appointment of Guardianship Board Members.

Approval of past minutes were tabled.

Three (3) Certificate of Residency applications pursuant to Idaho code 33-2110 were granted.

ASSESSMENTS/CONCLUSIONS:

Next regular session for the board to meet is slated for February 23, 2015.

Meeting convened at 1:00 pm.

NOTICES/REPORTS:

The airport rental house has been leased.

The Transfer Station replacement truck is ready for delivery.

The Annex Building repairs are ready to proceed.

MOTIONS:

The Agenda was amended to include Morco Construction Bid for Annex Building, Transfer Station Truck, personnel discussion, and the airport rental house.

Indigent case 2015-23 was denied.

A down payment on the Annex Building repairs was ordered paid to Morco Construction.

A payment for the Transfer Station Truck was ordered paid to Diesel Depot.

ASSESSMENTS/CONCLUSIONS:

Next regular session for the board to meet is slated for February 23, 2015.

Meeting convened at 9:30 am.

NOTICES/REPORTS:

Pending Power County Ordinances that have been completed by Planning and Zoning were scheduled for ratification on March 9, 2015.

The Power County Soil Conservation District presented an annual report to the Commissioners.

The Building Administrator reported security concerns regarding the back door.

Computer Arts Inc. Management appeared before the Board to discuss status of ACA Compliance within their programs, networking issues and upcoming software demonstrations for departments.

The Power County Sheriff reported on the jail budget, upcoming repairs and the Bearcat vehicle.

Dr. Wayne Miller of Idaho State University updated the Board on community education mandates, grant applications and development of programs in Power County with Escalera.

Building maintenance and repairs were reported.

MOTIONS:

The Agenda was amended to include Gubernatorial Appointment Regulations Proposal, Governor’s Health Care Task Force Legislation, HB 173 Legislation and Indigent Application.

The Power County Soil Conservation District was allocated $7,500.00 with the agreement for reconsideration during the budget process.

A hardship exemption was granted for a citizen for 2011 property taxes.

The Treasurer’s Report was accepted.

Minutes were approved for meetings held December 12, 2014, January 5, 2015, January 12, 2015 and January 26, 2015.

The Commission approved appointment of Power County Historical Society/Museum Board and Power County Historic Preservation Board members.

All claims for the Power County Extension Office pending hiring of an Officer will be approved by the Commission Chair.

The second annual installment for the Linco Bearcat vehicle was approved.

A lobbyist was contracted on behalf of the county to provide services through March.

Certificates of Residency pursuant to Idaho code 33-2110 were granted.

Indigent cases were addressed.

Resolution 2015-01 to accept unanticipated revenue was adopted by the Commission.

POINTS OF ORDER

All administrative IT access authority beyond current permissions must be presented to the Commission.

Service to Rockland by the Pocatello Regional Transit was tabled.

Commissioner Lasley will attend the Regional Readiness Rendezvous on April 11, 2015.

The Commission directed communication to the Legislators regarding pending legislation.

Next regular session for the board to meet is slated for March 9, 2015.
