Synopsis of Minutes for April 27, 2015

Meeting convened at 1:00 pm.
NOTICES/REPORTS:
Discussion regarding the progress and development of ISU Community Education Program with collaboration of Escalera was discussed.
Availability and requirements for application of a Fair Board grant was presented.
Quarterly Juvenile Probation Department report was presented to the Board.
MOTIONS:
Agenda was amended to include Certificate of Residency, Prosecutor Inquiry, Landfill Personnel and Courthouse Closure.
EMS Accounts receivables were accepted.
Property from the Fairgrounds was declared as surplus and ordered to be salvaged and/or sold dependent on value.
The Clerk/Treasurer quarterly reports were accepted.
An alcohol resale wine license was added to the existing beer license for Bingham Coop (CHS) for the duration of the license period.
Transfer Station personnel was approved for offer of employment to applicant.
Preparation of contract for outside legal services was directed to the Prosecutor.
A Certificate of Residency application pursuant to Idaho code 33-2110 was granted.
Closure of the Courthouse was issued during the celebration of life services in honor of Douglas Glascock when appropriate and installation of American Flags on the Courthouse grounds was granted.
Commissioner minutes for April 13, 2105 and April 17, 2015 were approved.

Regional Director for Senator James Risch appeared before the Commissioners.
Request for fill dirt was tabled pending further information and availability of interested parties.
IAAP Airport Grant was tabled pending submission for consideration.
Commissioners Meetings were set and/or rescheduled as follows;
• MAY 26, 2015 – RESET OF REGULAR MEETING FROM HOLIDAY OF MAY 25, 2015
• JUNE 1-5, 2015 – BUDGET HEARING WORKSHOPS
• JUNE 15, 2015 – REGULAR BUSINESS BEFORE THE BOARD
• JUNE 22, 2015 – BOARD OF EQUALIZATION HEARINGS
• JUNE 29, 2015 – REGULAR BUSINESS BEFORE THE BOARD
• AUGUST 24, 2015 – PUBLIC BUDGET HEARING
Next regular session for the board to meet is slated for May 11, 2015.

Meeting convened at 9:00 am.
NOTICES/REPORTS:
Doctor’s office lease rate was discussed and tabled for budget hearings. Road repairs for Papse Mountain repeater site were reported.
2014 Fiscal Year Audit was presented by Deaton and Company.
Southeastern Idaho Public Health Budget report was presented.
MOTIONS:
Agenda was amended and approved upon inclusion of GIS Mapping, Transfer Station, Investment Committee Report and Election Grant.
Investment Committee reinvested an expiring CD. The new CD invests $245,000 at 2.36% and will expire on December 14, 2022.
An alcohol resale beer and wine license was renewed for Bingham Coop (CHS).
A contract for security patrol services on behalf of Bureau of Reclamation was approved.

Surplus property valued at less than $250.00 was disposed through the Power County Transfer Station.

Next regular session for the board to meet is slated for May 26, 2015.
