Synopsis of Minutes for December 14, 2015

Meeting convened at 9:02 a.m.
Mapping conversion update and grant application status was reported to the Board. The Board discussed legal service provided for the Planning and Zoning Board. The Southeast Idaho District Health Department report was submitted. School Resource Officer development strategies were reported and the public information related to telephone usage was discussed. Ongoing Public Defense structure was discussed and Fair Board planning and grant options were reported.
Agenda was amended to include public defense structure and approved.
The Prosecutor was directed to formally correspond with the Pocatello City Mayor relating to an annexation agreement between the City and Power County.
A hardship exemption application was granted in the amount of $548.60.
A tax exemption application seeking relief of taxes on privately owned land by a tribal member was denied.
A limited pathology services agreement was executed between Ada County and Power County.
Great Rift Business Development and Power County reached a reconciliation agreement for reimbursement of benefits and Power County forgave $354.00 in arrearages owed on the grounds that the County failed to provide updated reimbursement needs.

Cancellation of taxes were granted in the amount of $3,207.27
An Indigent claim was approved, an Indigent claim was denied and an Indigent claim was placed into suspension pending social security disability determination.
Construction bid for remodel of the Doctor’s Clinic was awarded to BGM Builders.
Commissioner meeting minutes for November 23, 2015, were approved.
New employee salary approvals were granted.
Appreciation/Christmas gifts in lieu of a Christmas party were awarded to the employees.
By consensus, the Board authorized the closing of the Courthouse, with the exception of the Courts, at noon on December 24, 2015. The Court remained open until 5:00 p.m. for business.
The Board recessed at 4:12 p.m. and reconvened at 5:18 p.m. at the American Falls High School to meet with Senator Guthrie and Representative Andrus, City Elected Officials and members of the American Falls School District. The parties discussed ongoing education funding concerns and proposed legislation for the upcoming session. The County expressed concerns that an increase in the personal property tax exemption from $100,000 to $250,000 would negatively impact the county budget by 3%.
Next regular session for the board to meet is slated for December 28, 2015.
