Synopsis of Minutes for November 9, 2015

Meeting convened at 9:00 a.m.

NOTICES/REPORTS and POINTS OF ORDER:

The Houtz Canyon cleaning update was reported to the Board.

Winter parking lot maintenance concerns were discussed and will continue to research solutions.

Building janitorial service concerns were discussed and the Building and Maintenance Contractor and Elected Clerk agreed to work on solutions.

Disaster services exercise results were reported to the Board and Emergency Operations Center appointments were discussed and EMS Director and the Elected Clerk will coordinate necessary changes and develop templates.

Power County Sheriff reported that an Administrative Judicial Rule was enacted requiring any party possessing a weapon county premises is required to be approved by the Sheriff. Parties will be required to be approved and listed on a log maintained by the Sheriff prior to possessing a weapon on the grounds.

Power County Sheriff advised of grant possibilities for installation of storage building for boats etc. and the matter was tabled to November 23, 2015, for discussion with the county contracted grant writer.

Update on the progress of Geographic information system information migration from the current provider to the county server was discussed and tabled for further report to November 23, 2015.

MOTIONS:

Agenda was approved. The Board declined to renew industrial appraisal contract. Personnel leave payout was approved for an employee after resignation. Service agreements were approved and contracts were executed with Motorola and Badger Medical Services, and partial reimbursement in the amount of $45.00 per month for use of personal cell phone was approved for the Extension Agent.

A bid in the amount of $5,110.00 to purchase a surplus antique firetruck was accepted and the funds were directed to be placed in trust for use in Arbon Valley at a later date.

Bryce Holder was appointed as the Power – Cassia County representative on the Power County Snowmobile Board.

Meeting convened at 9:01 a.m.

NOTICES/REPORTS:

The Health District Board provided an update. Grant application availability was discussed for the Sheriff’s Department and the Senior Citizen Center. Historical records for the Power County Landfill acquisition were provided to the Board.

MOTIONS:

Agenda was amended and approved. A motion for appointment of an attorney for the Planning and Zoning Board approved. Nominations for appointment and/or election for the Chamber of Commerce, Catastrophic Health Care Program Board and GEM Plan Board were issued.

Property boundaries were discussed and the Prosecutor was directed to have the new property lines surveyed for actual acreage and determination for transfer or purchase.

Three cancellation of taxes were approved totaling $874.84.

Contracts were signed with AlertSense (GlS services) and ES&S (election equipment purchase)

The Ambulance Financial Report was accepted. Treasurer’s Statement of Cash and LGIP Monthly Statement from the State Treasurer was accepted.

Certificate of Residency applications were approved for Junior College Tuition assistance.

Indigent claims were denied.

Commissioner meeting minutes for November 9, 2015, were approved.

ASSESSM ENTS/CONCLUSIONS:

Sheriff Jeffries was directed to have courthouse security evaluated.

Discussion for improvement of working relations with the Tribe with the Langdon Group was conducted and tabled for continued discussion on December 28, 2015.

Jury Assistance Fund development was discussed and Clerk Sprague was directed to research similar programs and report back to the Board.

The Board tabled the Rockland City Council discussion to January 25, 2016; at 5:30 p.m. Clerk Sprague was directed to invite the Mayor and Council members to join.

Executive Sessions were held for Indigent Discussion and Legal Advice.

Next regular session for the board to meet is slated for December 14, 2015.

lf the personal property tax limitation remains at S100,000.00 the County will S10,000.00 into next budget cycle for Fiscal Year 17 for application on the tennis court project.

A Geolynx Software Project Agreement was executed.

ASSESSMENTS/CONCLUSIONS:

Indigent Claims scheduled were canceled because they are still awaiting investigative determination and the deadline for review by the Board is after the next scheduled meeting.

The fairground water system was addressed in the last meeting and should have been removed from the agenda.

The previous approved bid for safety handrails at the Doctor’s Office was corrected and increased charges for powder coating was approved.

Payout and return of county property for a resigned landfill employee was addressed.

Next regular session for the board to meet is slated for December 28, 2015.

Acquisition of property was discussed. Availability of a weather station was presented to the Board. Future policies related to personnel training and assignment of equipment was discussed. Status of the Rockland Valley Veteran’s Memorial was provided to the Board.

Agenda was approved. lncrease to funding assistance for SEICAA was approved. The Soil Conservation Board Update was approved. Fair Board maintenance personnel contract was executed and lease for the hay ground was approved. Employee excess accruals were directed

to be deducted. Certificates of residency were approved and Indigent claim was denied.

Commissioner meeting minutes for December 28, 2015, were corrected and approved.

Rod Colton and Edith Kopp were appointed to the Power County Fair Board.

Contract for services for remodel of the Doctor’s Clinic was amended and executed between Power County and Gary Ferguson.

A tax exemption application seeking relief of taxes on privately owned land by a tribal member was denied by the Board of Equalization.

ASSESSMENTS/CONCLUSIONS:

The Board directed legal counsel to review lease agreements and advise for renewal and change options.

Next regular session for the board to meet is slated for January 25, 2016.
